Nineteen of Medvedev's twenty-one titles have been won on hard surfaces
A resurgent Medvedev claimed his first title for over two years with victory over opponent Moutet in the competition title decider.
Medvedev, a former top-ranked player, has had a torrid period, managing just one match at the Grand Slams and suffering a meltdown at the New York tournament.
Medvedev's unpredictability on the ATP Tour - and struggles with his serving in specific - led to him dropping out of the world's top 10 and eventually separating with long-time mentor his previous coach.
Currently collaborating with Thomas Johansson and Rohan Goetzke, he has steadily progressed in the past month - culminating in a closely contested competitive victory over Frenchman Moutet.
This marks the player's first trophy since the Rome competition and first on a hard court from that period of the previous year.
Victory also means the Russian has achieved twenty-one titles at twenty-one various competitions.
"This marks the first occasion I have attended a competition with my children at once, so to secure a title is really nice," stated ranked player the champion.
"This championship is in honour of my second daughter Victoria, because the maiden victory I got when my child my daughter was delivered was for her."
The tennis star, the 2021 US Open champion, had been defeated in his last six championship matches, comprising in Halle previously this season.
The player's retrieving approach and recurring outbursts on the playing surface had prompted some to question if his ability to compete at the elite level was finished.
Yet the player has made changes in recent weeks, attempting to come to the net and compete assertively, reinforced by an enhanced service.
Medvedev recovered from a deficit in the first set against the difficult Moutet, securing four of the last five games to go ahead.
Both players traded break points in the second set before Moutet, bidding for his initial ATP Tour title, seized the initiative to push for a third set.
The opponent defended four early-game chances in a tight deciding set before Medvedev broke to that score to serve for the match.
Fittingly, the winner earned victory with a rally at the net, with Moutet failing to manage a return after over two and a half hours.
